PLANNING COMMISSION MEETING MINUTES
November 19, 2013
EVENDALE MUNICIPAL BUILDING

The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman Doug Lohmeier at 6:00PM on November 19, 2013. Attending were EPC members Chris Patterson, Mark Ferguson, John Richey and Jan Moore. Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozsi (Architectural Review Board Member), and Ralph Terbrueggen (Landscape Architect,) and Kathy Farro (Legal Advisor.)

New Business

1.      GE Aircraft Engines, One Neumann Way
Design Review for Test Cells and Accessory Buildings

Robin Novack spearheaded a team of GE professionals including Dave Swiggart, Floyd Baker, Mike Borgman, Rick Harbison, Jeremy Sebastian, and Joanne Reinhold.

GE wanted to present design plans for two new test facilities, Test Cell 1 and A20. Ms. Novak walked EPC through additional facilities updates happening in conjunction with the design of the new test cells as well as the EPA and Hamilton County permitting process for the site. The A20 represents the first test cell built on the GE site in over 20 years with one of a kind technology and testing capabilities. EPA noise and emission guidelines will require the stacks for both Test Cell 1 and A20 to be higher than allowable under Evendale zoning. Test Cell 1 will be 92' while the A20 stack will be over 200' tall. As part of the construction of the site, Buildings B&C were totally demolished and moved to Building 700, and a new above ground rack was installed to carry the electrical supply.

John Richey asked about noise concerns and was assured by GE staff that noise technology plus stack design will result in no noticeable increase in noise from testing protocols. Mark Ferguson asked about EPA approvals. He was assured that GE has incorporated EPA requirements into its design proposals.

A motion was made and seconded to approve the designs as submitted, specifically allowing a stack height of 92' on Test Cell A and 200'+ for the A20. The motion passed 5-0.  

Internal Business

1.      Senior Housing

The proposed design for the Senior Housing survey was reviewed. The two designs for the survey were combined into one, the first section highlighting need and market conditions, the second highlighting livability issues. Various changes were made to ensure comprehension and participation. The survey will be passed out at the Senior Meet and Greet scheduled for December 6 at the Rec Center to the Rec Center's Seniors group. After feedback from this group, EPC will discuss how to move forward.

2.      Minutes

The minutes from the October 15, 2013 were reviewed. A motion was made and seconded to adopt the minutes without amendment. The motion passed without dissent, 5-0.

There was no Old Business before the EPC.

Adjournment

On a motion made and seconded, the meeting was adjourned at 7:25pm on a 5-0 vote.   

The next regular meeting is scheduled for Tuesday, December 17, 2013 at 6:00 PM.
